is not altogether alear, for while the intro-
ductory portion of the Report contains passages
to which paragraph 3 of kr. u's Note pre-
sumably refers, the actual definition of
piracy which they give (p.119) olearly
oovers the prescut ou8e. It is as follows:
"Piracy occurs only on the high sea
"and consists in the comission for private
"ends of depredations upon property or acts
"of violence against persons."

But however this may be, His ka jesty's
Gove unent state without hesitation that oade#
such as that of the "Irone" and the many similar
cases which have unfortunately occurred in
recent years off the coast of Chine constituta
piracy aoco ding to international law, and in
support of this contention they will confine
themselves to quoting the opinions of five of
the most distinguished writers on international
law, two British and three Anerioua.
