ductory portion of the Report contains passages

to which paragraph 3 of kr. u's Note pre-

sumably refers, the actual definition of

piracy which they give (p.119) olearly

oovers the prescut ou8e. It is as follows:

"Piracy occurs only on the high sea

"and consists in the comission for private

"ends of depredations upon property or acts

"of violence against persons."
